SeaPort-e is the Navy’s electronic platform for acquiring support services in Engineering, Financial Management, and Program Management. SeaPort-e is available to the Navy Systems Commands (NAVSEA, NAVAIR, SPAWAR, NAVFAC, and NAVSUP), the Office of Naval Research (ONR), the United States Marine Corps, and the Defense Threat Reduction Agency (DTRA), providing a standardized, efficient means of soliciting offers.

CenCore develops, documents, implements, maintains, and continuously improves a comprehensive higher-level Quality Management System that assures compliance with the most current version of American National Standards Institute (ANSI)/ISO/American Society for Quality (ASQ) 9001 (currently 9001:2015) in execution of the ID/IQ and each T/O contract with a specific focus on the Services Summary and Deliverables outlined in SEAPORT.  CenCore maintains the most current standard throughout the life of the contract in accordance with ISO guidelines / timelines established for any new standard(s). CenCore performs quarterly and annual reviews of the QMS by the Quality Management Representative (QMR) who is CenCore’s single point of control for maintaining current personal and company ISO certifications. The QMR is a certified ISO 9001:2015 Lead Auditor.

The CenCore QMS monitors cost, schedule, and performance and ensures all contract deliverables (goods or services) meet specifications prior to delivery to the government on all task orders under SEAPORT. CenCore makes its monitoring method available to the government NLT 45 days after task order award.  CenCore takes immediate corrective action for any negative variances identified by the QMR, any team member, or customer representative, and provide specific corrective action details.

CenCore ensures that quality management obligations are measurable and subject to inspection, and that acceptance criteria corresponds to the contract’s performance standards. Execution of QMS is based on a system of feedback loops that ensure activities are aligned to project goals and serve as a basis for continuous improvement over the life of the contract. The QMS ensures contract compliance and the acceptability of services and work products, including activities from Team members and suppliers. The Team is committed to delivering high quality products and services to meet or exceed customer expectations.

CenCore is firmly committed to meeting customer requirements and follows the QMS and established processes and procedures for project management, design and development, fabrication, and post-delivery support. Additionally, the CenCore QMS defines quality objectives and quality R&R. CenCore establishes a Project Management Plan to assign a project manager and other key personnel, define project requirements and objectives, and provide a baseline for subsequent project reviews. In accordance with the AS9100:2009 (Rev C) standard, CenCore flows down the appropriate quality provisions and provide proper oversight to any suppliers that may be used. CenCore uses the QMR to support our overall quality management process, depicted in Figure 1.

Any CenCore team member, partner, or subcontractor can report a quality issue at any time. CenCore conducts periodic random inspections and audits to ensure all work is progressing on schedule, within budget, and meets all quality standards. The QMR reports directly to the CEO of CenCore and reports any issues directly to the PM for immediate resolution. Any issues that reoccur or are of a critical nature are reported immediately to both the PM and the CEO of CenCore for immediate action
